Job Description

Location: District 12, Tehran Iran;
Starting date: 21.03.2025;
Contract: FULL-TIME with the first contract of 3 months;

The Infection Prevention and Control (IPC) Supervisor is a newly created position for the South Tehran project (ST). The ST project has been providing Primary Health Care (PHC) services to vulnerable populations for over 10 years, through a fixed PHC and mobile clinics in various locations. The project is now in the process of re-establishing a new PHC with an updated package of care that includes NCDs, MHPSS, SRH, HCV, and wound care services. One of the new planned activities is the implementation of a minimum package for Antimicrobial Resistance (AMR). This package includes strong IPC practices and the rational prescription of antibiotics. Therefore, the ST project is adding a new position—IPC Supervisor. The IPC Supervisor will work within a multidisciplinary team to implement essential elements of IPC at the new PHC, in accordance with the required MSF standards

The Main Objectives of the Role:

  • Plan, organize, implement and supervise, monitor and analyze the results of an infection control program in a project or health facility, according to MSF/MoH protocols, safety and IPC measures, in order to ensure quality of care and safety of patients, caretakers and staff.
  • Responsibilities and tasks
  • Carry out the functions and tasks associated to infection prevention and control (IPC).
  • In collaboration with each service activity manager/supervisor, maintain and support the day-to-day implementation of infection prevention and control practices includes standard precautions and risk assessment in health structures in all departments including sterilization, laundry and kitchen.
  • Based on a given patient-diagnosis, collaborates with the medical team to evaluate the need and support for IPC implementation, if needed, for transmission-based precautions (air, droplet and con-tact).
  • In collaboration with the service supervisor, implement transmission-based precautions for air, droplet and contact transmissible diseases when indicated, and monitor adherence.
  • Provide regular clinical and technical supervision, training and support to the staff on IPC related is-sues using existing tools such as audits, checklists, or surveillance.
  • Ensure that organizational aspects in the facility are respected (bed spacing, number of handwashing stations etc…), the correct ‘clean and dirty flows’ inside the healthcare facility and together with the Logistics Manager and Water and Sanitation Supervisor, that the essential WatSan requirements are available in the health structures.
  • Improve compliance with aseptic care technique and the correct use of antiseptics, detergent and disinfectants, through training and audits.
  • Ensure quality, correct and rational use of IPC material and equipment and monitor consumption in-cludes cleaning materials and equipment, PPE, etc.
  • As core member of the Infection Prevention and Control Committee, make sure the meeting is regular, lively and pro-active, facilitating the development and following up the Infection Prevention and Control Action Plan.
  • Participate and coordinate actively in other group/ as Antimicrobial Stewardship and Quality of Care.
  • Provide effective response in case of epidemics and MDRO alert/outbreak and activation of contingen-cy plan and outbreak response committee.
  • Active participation to nursing care regarding IPC aspects.
  • Elaborate regular reporting, and meeting minutes to have updated and reliable information about IPC activities.
  • Carry out administrative tasks together with HR regarding staff recruitment, training/induction, evalua-tion, potential detection, coaching, development and communication to ensure both level, the sizing and the amount of knowledge required.
  • Organize and coordinate the supervision of the team under his/her responsibility and participate in the associated HR processes of evaluation.
  • Shares regular feedback/reports to IPC committee and concerned Supervisors, NAM, MAM, MTL, PMR and staff as needed on positive and points to be improved.

Note:

  • IPC standard precautions include Hand Hygiene, risk assessment at point of care, appropriate patient placement, appropriate Personal Protective Equipment (PPE), prevention of accidental exposure to body fluids, safe and appropriate treatment of re-usable medical devices, sterilization, aseptic technique, safe handling of laboratory samples, waste, waste management, cleaning and disinfection of surface and environment, safe linen management, respiratory hygiene and individual hygiene for staff, caretakers and patients.
  • WatSan essential requirements include water supply, solid waste, medical waste management and water waste treatment/disposal, latrines and shower facilities, dead bodies management, and vector control.
  • Transmission-based Precautions (TBP): are the second level of basic infection prevention control and are to be used in addition to standard precautions for patients who may be infected or colonized with certain infectious agents for which additional precautions are needed to prevent infection transmission (contact, droplet, airborne).

Infection Prevention and Control (IPC) Program:

  • Develop, implement, and monitor the clinic’s IPC program.
  • Ensure compliance with international IPC guidelines and MSF policies.

IPC Program and Risk Assessments:

  • Conduct the IPC program assessment (SIPCA-Stepwise IPC Approach- assessment for PHC) and regular risk assessments to identify potential IPC vulnerabilities within the clinic.
  • Develop the IPC action plan in collaboration with the IPC committee members to mitigate identified risks and enhance overall safety for patients and staff.

Sterilization:

  • Ensure all protocols for cleaning, disinfecting, and sterilizing of reusable medical equipment are available, as well as hand hygiene and personal protective equipment (PPE) practices.
  • Ensure all materials for cleaning, disinfecting, and sterilizing reusable medical equipment are available, as well as hand hygiene and personal protective equipment (PPE) practices.
  • Provide training to sterilization staff on proper cleaning, disinfection, and sterilization techniques, dirty and clean areas/activities, and on IPC standards including hand hygiene, the use of PPE, sharps safety, etc.
  • Conduct regular monitoring of the sterilization unit practices, and respect of flows (dirty and clean area) to ensure compliance with IPC standards and identify areas for improvement.
  • In collaboration with the logistics/biomedical focal point, ensure that a maintenance plan is implemented for the autoclave and that a system is in place for reporting any failures.

Standard andAdditional (Transmission-Based) Precautions:

  • Collaborate with all the Supervisors and maintain the day-to-day implementation of the standard precautions in the clinic, including hand hygiene, environmental cleaning and disinfection, reprocessing of reusable medical equipment, safe injection practices and sharp safety, waste management, PPE based on a risk assessment and use of aseptic technique where applicable.
  • Provide technical supervision, training and support the staff on IPC related issues using existing tools such as audits, checklist, and surveillance.
  • Based on a given patient-diagnosis, evaluate the needs, monitor, and audit the implementation; if needed, for additional precautions (airborne, droplet or contact) in collaboration with the medical team.
  • Ensure that environmental standards are respected (number of handwashing stations, waste management, etc.) together with the Medical and Logistics Supervisors, that the essential requirements are available and meet in the clinic.

Materials and Supplies:

  • Check the consumption and the quality of IPC materials and equipment, including cleaning materials, PPE, etc.
  • Ensures the availability of place & supplies required for standard and transmissions-based precautions.
  • Check the proper use of the IPC materials and equipment.
  • Organize trainings regularly on the use and safety of materials.

Teamwork:

  • Interacts with doctors, nurses, managers, supervisors, and other professional/non-professional staff members to provide resource information, resolve infection prevention, and control problems, and identify new opportunities to improve service and reduce costs.
  • Organize regular team meetings to encourage information exchange and ensures circulation of information within the team.

Infection Prevention and Control Committee:

  • Is an active and core member of the Committee.
  • Under the supervision of the PMR, organize, communicate, and prepares monthly statistical data for presentation & minutes of meeting/agenda in the infection control meetings.
  • Prepare, follow up, update the annual Infection Prevention and Control Action Plan.

Training and Education:

  • Plan, organize, and implement regular educational programs for all the staffs including administration to increase staff awareness of IPC preventive measures to provide a safe environment for all staffs and patients.
  • Promote awareness of IPC importance among patients and the community.

Reporting:

  • Prepare monthly reports and indicators (monthly IPC report, hand hygiene compliance, cleaning, and disinfection compliance, etc.)
  • Report any challenges, irregularities, or incident to the PMR.

Others:

  • Supervise hygiene agents’ team on daily basis and provide essential trainings for them.
  • Collaborate in recruitment process of hygiene agents’ team and sterilization staff when needed.

The above-mentioned activities and responsibilities are not exhaustive, and the employee can be asked to perform other tasks, according to the necessary daily work and the occasional needs of the mission.

Specific Requirements for the Role:

  • Education • Essential: Nursing or Midwife diploma/bachelor.
  • Preferable: Certificate or degree in IPC.
  • Experience • Preferable: Previous working experience with MSF and other NGOs
  • Experience in IPC, OT, or the Intensive Care Unit is an asset.
  • Languages • English and Farsi
  • Knowledge • Essential computer literacy (Word, Excel, and the Internet)
