Lead Cost Control Specialist

Job Description

Key Responsibilities:
• Surface Project Cost Control:
o Monitoring and controlling actual costs against approved budgets for surface facilities projects (flowlines, GOPS, Central Processing Facilities)
o Recording commitments, unbilled costs, and accrued liabilities to establish a real-time understanding of cost status
o Continuously matching invoices against contracts and the approved AWPB
• Forecasting & Reporting:
o Preparing periodic cost status reports ("Actual Costs to Date," "Recorded Commitments," "Forecast at Completion")
o Calculating forecast indicators and analyzing budget deviations
o Preparing analytical reports for the Financial Manager and General Director
• Cross-Functional Coordination:
o Coordinating with technical teams (Engineering & Construction), Procurement, and Accounting to ensure timely cost recording
o Participating in joint inspections of completed work volumes at construction sites
o Supporting tendering and procurement processes (evaluation of commercial portions of contractor proposals)
• Stakeholder Reporting:
o Preparing periodic reports for the Non-Operator Partner
o Cooperating with the Accounting department for primary document verification

Qualifications:
• Education: Master’s in Industrial Engineering, Financial Management, Economics, Accounting, or related field (Bachelor’s with strong experience is acceptable)
• Experience: Minimum 5 years in cost control, budgeting, or financial management for industrial projects (oil, gas, or petrochemical preferred)
• Technical Skills:
o Proficiency in MS Office (Advanced Excel, PowerPoint) and Document Management Systems (DMS)
o Familiarity with work acceptance certificates (KS-2, KS-3, M-29) and contractor cost estimation
o Ability to calculate forecast indicators and analyze budget variances
o Familiarity with procurement processes and commercial bid evaluation
• Language: Fluent English

o High attention to detail in data analysis and reporting
o Strong communication skills for coordination with technical and financial teams
o Ability to work under tight deadlines
o Cross-functional coordination skills
