Job Description

Provide HSE leadership and technical support to project management by managing HSE risks across projects and operational areas, including hazard identification, risk assessment, risk control, and the implementation and continual improvement of the HSE Management System. Ensure compliance with applicable HSE management systems, regulatory requirements, and industry standards across drilling rigs, well intervention/workover units, service contractors, and well operations. This position is responsible for monitoring, auditing, and enhancing HSE performance at operational sites, promoting a strong safety culture, ensuring the effective implementation of safe systems of work, preventing incidents, and protecting personnel, assets, and the environment throughout drilling and well intervention activities.

Key Responsibilities:

• Identify, assess, and control occupational health, safety, and environmental (HSE) hazards and risks associated with projects and operations, including drilling-specific risks and simultaneous operations (SIMOPS).
• Participate in the implementation of Process Safety Management (PSM) requirements and the Management of Change (MOC) process to control HSE risks arising from operational, equipment, and organizational changes.
• Lead and conduct investigations of incidents, near misses, and HSE events, determine root causes, develop corrective and preventive actions, and monitor their effectiveness.
• Monitor compliance with applicable HSE laws, regulations, standards, and management system requirements, and prepare, review, and maintain related HSE documentation.
• Oversee the implementation of occupational safety, industrial hygiene, and environmental protection programs, including hazardous agent control, waste management, pollution prevention, and environmental performance monitoring.
• Monitor, analyze, and report HSE performance indicators and recommend continuous improvement initiatives to enhance HSE performance.
• Evaluate, audit, and monitor contractors’ HSE performance to ensure compliance with applicable HSE requirements and standards.
• Plan, coordinate, and monitor emergency preparedness and response activities, including emergency drills, rescue equipment, and emergency communication systems.
• Monitor the inspection, testing, calibration, procurement, use, and maintenance of safety equipment and personal protective equipment (PPE) to ensure operational readiness.
• Monitor compliance with operational safety requirements, including the review of Permit to Work (PTW) systems, Job Safety Analysis (JSA), and participation in operational safety meetings.
• Promote a strong HSE culture by implementing HSE training programs, Behavior-Based Safety (BBS) initiatives, and employee engagement activities.
• Coordinate and liaise with internal departments, contractors, and regulatory authorities to ensure the effective implementation of HSE requirements.

Qualifications:

Experience: Minimum of 5 years of experience in Production of Oil and Gas industry, Drilling Operations, or Health, Safety, and Environment (HSE).
Education: Bachelor’s degree in one of the following fields:
* Safety Engineering;
* Safety Management;
* Health, Safety and Environment (HSE);
* Occupational Health Engineering.
Language: Fluency in English (written and spoken).

Technical Competencies:

• Proven experience in Health, Safety, and Environment (HSE) disciplines.
• Familiarity with applicable industry standards, regulations, and governmental HSE requirements.
• Strong command of technical English.
• Experience in conducting audits and inspections and active participation in audit and inspection processes.
• Strong facilitation and leadership skills for team meetings, incident investigations, risk assessments, and similar activities.
• Knowledge of the following management system standards:
* ISO 14001 – Environmental Management Systems
* ISO 9001 – Quality Management Systems
* ISO 45001 – Occupational Health and Safety Management Systems
• Awareness of office building safety requirements and relevant laws and regulations, including national building codes and regulations.
