About INTERSOS:

INTERSOS is a humanitarian organization on the front line of emergencies, bringing assistance to victims of armed conflicts, natural disasters, and extreme exclusion with particular attention to the protection of the most vulnerable people. Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance, and basic goods. We ensure that basic needs, such as education, access to clean water, and health assistance are met.

INTERSOS in Iran:

Following the Taliban retaking power in Afghanistan in August 2021, which has created a sudden high influx of Afghan nationals in Iran, INTERSOS decided to assess opportunities to establish its presence in Iran. INTERSOS obtained approval from the government of the Islamic Republic of Iran for the establishment of its presence in Tehran - Iran in October-November 2021 and started conducting its joint activities in June 2022. INTERSOS activities in Iran mainly focus on the health/medical sector and how to support the existing health system in coping with the high number of new refugees and its impacts on local Iranians. In addition, some social activities around people with disabilities and children were linked to medical activities.

Responsibilities:

Core Technical Responsibilities:

  • Coordinate, assess, and supervise the proper functioning of the medical activities of the project according to INTERSOS protocols, standards, and procedures, and through the correct compilation and analysis of medical data regarding patients’ health conditions.
  • Participate in the definition of annual planning and budget for the project and in the follow-up of the project.
  • Supervise and ensure that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any technical problem arising in the service.
  • Coach and train the INTERSOS/local NGO partner medical team members of the activities s/he manages in order to guarantee the good quality of the medical activities’ implementation and the final medical care to the patients (according to the field reality).
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development, and internal communication) of the staff under his/her responsibility in order to improve staff’s capabilities and to ensure both the sizing and the amount of knowledge required.
  • Participate in the monthly reports according to guidelines.

Shared Management Responsibilities:

  • Support the project manager, as requested, in maintaining positive, transparent, and effective technical thematic communication and collaboration with:
  1. NOM (National Organisation for Migration), as our main Governmental partner in Iran,
  2. Ministry of Health and Medical Education (MoHME),
  3. Provincial Medical Universities,
  4. Other stakeholders as needed.
  • Collaborate to keep up to date on the Iranian national health system working modalities to understand the dynamics and interests of actors at national, provincial, and local levels; propose relevant approaches to positively influence and negotiate for INTERSOS medical programming objectives.
  • Support the project manager in assessing local NGO partner’s medical capacities and developing robust working modalities and tools including joint a) action plans, b) budgeting c) 2-way capacity strengthening plans, d) communication mechanisms, e) documentation of best practices/lesson learned, etc.
  • Represent INTERSOS in technical meetings with government and non-government stakeholders at the request of the project manager/medical coordinator.
  • Ensure, in collaboration with the MEAL department, the adequate physical and electronic management of official medical activity documents with local partner(s).
  • Take part, in collaboration with the project manager, in proposal writing, budget/logistics / HR/liaison, and partnership tasks directly linked with the medical activities (bill of quantities of medicines, draft letters to liaise with governmental bodies, etc.).
  • Undertake regular field visits as instructed by the Project Manager.
  • Contribute to the medical activities reporting requirements (field mission, donor reports, etc.).
  • According to the needs, the medical activity manager should be available to perform any other tasks in line with the job description related to the project medical activity mission needs.

Requirements

  • Advanced university degree in Medicine or other paramedical studies.
  • At least 3 years of relevant work experience in the health system in Iran, including 3 years directly in health facilities.
  • Experience with international entities can be an asset.
