Role and responsibilities: The overall purpose of the Monitoring & Evaluation (M&E) Technical Officer is day-to-day co-ordination of M&E activities to support the Partnership Project led by NRC Iran. The M&E Technical Officer will sit within the Partnership Unit and report to the Grants Coordinator while having strong collaboration with the M&E teams of the 3 partner agencies. The M&E Technical Officer will work for the 3 consortium agencies and consolidate data for reporting, proposals and monitoring provided by these agencies. Generic responsibilities: ● Adherence to NRC policies, guidance and procedures. ● Conduct quality control and provide technical support to partners in planning for and executing Grant M&E. ● Contribute to and coordinate preparation of progress reports and other reports as needed. ● Support the implementation, dissemination and use of evaluations, assessments and monitoring data in program development, adjustment or review. ● Ensure partners proper filing of M&E evidence and documents. ● Conduct regular field monitoring missions. ● Promote and share ideas for technical improvement. ● Promote internal learning to help improve the partnership project and processes. ● Promote the rights of Refugees, IDPs, returnees in line with the advocacy strategy. ● Identify and report protection needs and gaps, explore and propose new and safer ways to assist. Specific responsibilities: ● Liaising on a regular basis with staff from 3 agencies involved in partnership to ensure harmonization of M&E and reporting tools used in the frame of this project. ● Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools, streamlining across partner M&E teams where possible. ● Participate in program design and proposal discussions, including theory of change development, log frame design and budgeting for M&E. ● Developing and regularly updating Logical Frameworks and M&E Matrices for the Partnership project including choosing indicators and collaboratively setting targets with project teams. ● Coordinating the development of output and outcome monitoring methodologies, tools and data management for the project, including defining appropriate approaches, fieldwork plans, sampling plans, budgets, resourcing plans, analysis and use plans. ● Overseeing the quantitative and qualitative analysis of project and M&E data, and supporting output and outcome monitoring reports to be shared with the consortium and donor. ● Contributing to PCM Meetings, Technical Working Group and other meetings for the Partnership. ● Storing project information and data in a manner that complies with NRC data protection Standard Operating Procedures (SOPs). ● Contributing to regular learning sessions held by the consortium related to projects and themes in project areas; including contribution to partners capacity building. ● Support the implementation of any evaluations of the project including external.
Requirements
Professional competencies: ● 4 years of experience from working in an M&E role in a humanitarian, recovery, or development context. ● Previous experience from working in complex and volatile contexts. ● Fluent English and Farsi. ● Documented results related to the position’s responsibilities. ● Knowledge of the Afghan displacement context is a plus. ● Strong knowledge of typical M&E activities (Log frames, quantitative and qualitative methodologies, sampling, quantitative and qualitative analytical approaches, etc.). ● Strong knowledge of humanitarian and development M&E frameworks and standards (OECD DAC, SPHERE, INEE, etc.). ● Knowledge of data collection software e.g., KoBo or ODK Collect is a plus. ● Knowledge of analytical software e.g. SPSS. ● Knowledge of GIS software e.g., ArcGIS or QGIS is a plus. ● Strong communication, coordination and analytical skills.
