Location: Offshore (Specific Rig Location):
Reports To: Offshore Installation Manager (OIM)/Rig Manager;
Job Overview:
The procurement manager is responsible for overseeing all procurement and supply chain activities for the jack-up offshore rig. This includes managing the acquisition of materials, equipment, and services necessary for the operation and maintenance of the rig. The role ensures timely, cost-effective procurement while maintaining the quality and compliance standards necessary for offshore operations.
Key Responsibilities:
Procurement Management:
- Oversee all procurement activities related to materials, equipment, and services needed for rig operations.
- Develop procurement strategies to ensure the rig has timely access to essential resources while optimizing costs.
- Negotiate contracts and manage relationships with suppliers, contractors, and service providers.
- Ensure compliance with company policies, industry standards, and regulatory requirements in all procurement activities.
- Maintain an inventory of spare parts and materials to minimize operational disruptions.
Service and Vendor Management:
- Identify and assess service providers and vendors for equipment, maintenance, and offshore services.
- Coordinate the procurement of services (e.g., maintenance contracts, logistics, waste disposal, etc.).
- Monitor service provider performance, ensuring they meet the specified quality, cost, and safety standards.
- Resolve any issues or disputes with vendors or service providers in a timely manner.
- Ensure that service contracts and agreements are compliant with offshore regulations and best practices.
Budget & Cost Control:
- Manage and control the procurement budget, ensuring cost-effective purchasing decisions.
- Ensure that purchases remain within the allocated budget while maintaining quality standards.
- Monitor inventory levels and avoid overstocking or understocking critical supplies.
- Prepare and present procurement reports, detailing expenditures, savings, and budget forecasts.
Logistics Coordination:
- Coordinate the logistics of goods and services delivery to the rig, ensuring timely and accurate delivery.
- Collaborate with offshore operations and logistics teams to track shipments and resolve delivery issues.
- Oversee customs clearance and port logistics for international shipments when applicable.
Compliance & Quality Assurance:
- Ensure all procurement activities comply with applicable offshore regulations, health and safety standards, and environmental guidelines.
- Conduct supplier evaluations and audits to ensure compliance with safety, environmental, and quality requirements.
- Ensure that equipment and materials meet quality standards and specifications prior to procurement.
Team Management & Development:
- Lead and manage the procurement and service team, ensuring efficient and effective workflows.
- Provide training and development opportunities for the team to improve knowledge and skills in procurement, contract management, and offshore operations.
- Ensure proper documentation, reporting, and compliance within the team.
Requirements:
- Bachelor’s degree in Supply Chain Management, Engineering, or related discipline or equivalent experience.
- At least 5 to 7 years of procurement and supply chain experience, with at least 2-3 years in offshore rig operations.
- Strong knowledge of offshore rig operations, equipment, and supply chain management.
- Experience in contract negotiations, vendor management, and procurement software (ERP/CMMS).
- Knowledge of offshore health, safety, environmental, and regulatory standards.
- Excellent communication, negotiation, and problem-solving skills.
- Valid Offshore Survival and Medical Certificates (e.g., BOSIET, HUET).
