To manage and take responsibility for the planning and optimization of MTNIrancell access and core transmission network, fiber, and IPRAN at a national level to achieve a network that:
Meets the technical business plan requirements;
Ensures an integrated access and core TX, fiber, and IPRAN network plan;
Provides strategic leadership in access and core TX, fiber, and IPRAN technical arena;
Ensures all access and core TX, fiber and IPRAN NE’s in all disciplines fulfill the business capacity requirements;
Ensures capacity headroom on key access and core TX, fiber and IPRAN elements;
Integrates with the current and future national Access & core TX, fiber and IPRAN networks in Iran;
Meets the pre-determined quality targets;
is implemented within budgets;
To prepare strategies for future access and core TX, fiber and IPRAN technologies, and regulatory developments within the TX (MW & Core), Fiber & IPRAN domain.
Responsibilities:
To interface outside the company with Regulatory, TIC, TCI, and TCPs; across the company with ITS, Marketing, Finance, Sales and Distribution, EB, L&R, CR, PROC, and CPG divisions and inside the network with radio and core planning and operation teams to ensure that developments in the Access & Core TX, Fiber & IPRAN Network area are integrated with other business unit plans and meeting marketing targets.
To formulate strategies for future technologies and regulatory developments within the Core TX network, Fiber and Access Transmission, and IPRAN.
To lead a team of technical experts and Senior Managers to align Access & Core TX, Fiber & IPRAN planning with NW Service Delivery and Operations requirements.
To lead breakthrough research on new emerging technologies of Core TX, Fiber and Access TX, and IPRAN like 5G, NFV, SDN, etc. to embed new features into a current network.
To envisage, specify, or evaluate proposals for new software tools and techniques to improve network design and management. Examples include:
NMS systems and or Element Managers
Fiber Design and planning tools
Access & Core TX Design and planning tools
IPRAN Design and planning tools
To ensure that the network consistently delivers on customer expectations regarding Access & Core TX, Fiber & IPRAN network quality and capacity.
To maintain a moving 5 year transmission network strategy ensuring a fully integrated network plan.
To maintain an understanding of other (non-GSM) technologies to ensure that appropriate strategies are implemented timeously.
To plan for Access & Core TX, Fiber & IPRAN Network capacity ahead of requirements in the technical arena.
To manage related tenders and contracts within a multi-vendor environment.
To ensure vendor builds to plan and SLAs.
To ensure Network utilization remains within acceptable limits.
To verify the overall Architecture design of Access & Core TX, Fiber & IPRAN network and related elements.
• To build dimension on Access & Core TX, fiber & IPRAN network infrastructures to meet business plan and market demand.
To ensure the balance of market demands with Access & Core TX, fiber & IPRAN capacity.
To prepare and manage the annual CAPEX and OPEX budget within the area of concern.
To ensure reduced dependency on TCI and TCPs as much as possible.
Requirements:
Education:
Bachelor's degree in Technology Systems (Telecommunication Management) or related fields; or an MBA graduate; a Master's degree is advantageous.
Experience:
Senior management track record of 5 years or more; with at least 3 years in relevant sector/ industry as per relevant role.
Experience working in a global/multinational enterprise (understanding emerging markets advantageous).
