Job Description
Main Purpose of the Job:
Defining, coordinating, and monitoring the medical activities under his/her responsibility according to MSF protocols, standards, and procedures to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population. Represent the values and principles of MSF and maintain ethical and professional conduct with all patients and referral medical facilities’ authorities.
Responsibilities and Tasks:
- Coordinating, assessing, and supervising the proper functioning of the medical activities (HIV, TB, STIs, SGBV, etc.), according to MSF protocols, standards, and procedures, and through the correct compilation and analysis of medical data regarding patients’ health conditions.
- Participating in the definition of annual planning and budget for the project and in the follow-up of the programs/projects. Supervising and ensuring that medical activities under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
- Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, and transfers) are carried out correctly and according to MSF procedures.
- Ensuring efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service, supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc)
- Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replacing a doctor, if necessary.
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development, and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
- Participating in the monthly reports according to guidelines (i.e., SitReps, medical statistical reports, etc.).
Specific Accountabilities for the Role:
- With the support of the Project Medical Referent, ensure the medical team under him/her implements the activities as per MSF guidelines.
- Ensure Organization, coaching, and Supervision of the medical team and ensure implementation and smooth running of medical activities. General and NCD consultations, Screening of infectious diseases, SRH.
- Supervision and management of the pharmacy activities in the dispensary and end-user units.
- Proactive in following and updating on PEs, expiries, overstock in the project medical store, and end-user units.
- Supervision of POC tests, ensuring proper and accurate testing with rapid tests.
- Overseeing the proper use and maintenance of biomedical equipment in the PHCC according to MSF protocol.
- Ensure complete and accurate documentation for accurate data on patients' files and the register.
- Actively be involved in monthly sitreps on activities in the PHCC and other reports when required.
- At the clinic level, ensure good Pharmacy practice in the end-user units, with consumption and regular follow-up, with support of the pharmacy storekeeper.
- Periodic analysis of rational prescription with an action plan in collaboration with the medical team and report sharing with PMR.
- Ensure screening of infectious diseases, ensuring strict IPC measures are in place as per the SoP.
- Support screening and care of NCDs with a smooth referral pathway to identified referral hospitals, radiology units, and Laboratories.
- Oversee and coordinate referrals to external facilities, ensuring critical patients are stabilized before referral.
- Ensure smooth internal referral within the different service deliveries in the PHCC.
- Focal point for IPC, with a functional IPC committee following the MSF IPC guideline.
- Availability of sterilized equipment, staff knowledge, and implementation of AEB and first aid.
- Support the medical team and be involved in case of discussions that require the TELEMEDICINE platform.
- Participation in the elaboration of the POA at the project level.
- Medical team management with proper leave planning, objective setting for med staff under his/her management, and appraisals. Hold regular team meetings with meeting minutes shared.
- Be involved in assessment if/when requested.
- Do any other tasks assigned by the supervisor.
The tasks above are not exhaustive regarding the specificity of MSF and possible evolution that could occur over time through adaptation of the mission. Consequently, other tasks can be assigned to allow the mission to function optimally.
Requirements:
- Education: A medical doctor diploma is essential; desirable specialization or training in NCD and infectious diseases.
- Experience: Essential 2 years of working experience related to the diploma/degree. Desirable previous NGO experience.
- Languages: Farsi and English are essential.
- Knowledge: Essential computer literacy (Word, Excel, and the Internet).
